To disassociate the console from the previous owners account you need to deactivate it as the primary console for that old users account and then activate the console as the primary console for your account.

I deactivated my PS4 but I still can not log into my EA account it only gives me the options to sign into the previous owners account. I went to settings and deactivated the ps4 like the instructions said but still can't sign in 🤷♂️

This is a situation our forum staff unfortunately can't help out with. We will need you to contact our Support team for account recovery. An EA Advisor will be able to pull up your account and make the necessary changes to it so you can login, pending account verification steps are passed.
