Ultima III

So I downloaded Ultima III and have been playing--awesome!  However... it doesn't look like the game generates random pirate ships to attack/capture--what gives?  Without these ships there is no way to complete the game.  Ships are supposed to start being generated after characters reach level 5.

Bug in the uploaded code? Glitch? This feature didn't transfer/compile?

I need that ship!!
