Not all games available in Origin are made here at EA. For those titles and games that we didn't have a hand in getting out there, we usually aren't able to help you as well as the people who really put in the work.
While we're happy to help you with any issues between you making your purchases on the Origin store until you start installing, but after that point it's best to get help from your game's publisher:

Hi stetson37,
You should have been prompted to create an Origin account to access the game, in fact it is most likely this one you just used to post here.
If you got to http://www.origin.com/download you will be able to download and install the Origin client. After doing so, login with your credentials and you will be able to download Tropico 4 again.
Cheers,
Nils

Hello,
First post on here.
I had a thought about a game that I'm surprise doesn't seem to exist yet.
We just came back from Cuba, and there is so much there in need of improvement.
As I was describing that to someone while I posted my photos, it occured to me
that if someone were to create a game that simulated the governing of the country of Cuba,
something like SimCuba, that such a game would do very well.
Even a generic Nation Simulator would have a strong enough following
that users would I'm sure create mods for their respective countries.
Why hasn't such a game been created?
I'm sure you could get a licence from Google to make some use of their maps.
If such a game already exists then I appologize and hope I will be pointed to it.
Thanks,
Gabriel

Actually, there already exists a game franchise similar to what you are looking for. I would recommend that you check out the Tropico games: http://en.wikipedia.org/wiki/Tropico

I thank you for your suggestion.
After some investigation I can tell you it's not a match for what I was thinking.
The initial map is random and the initial placement of things is random.
Although there was talk of adding a map editor back when version 3 was released,
http://forum.kalypsomedia.com/showthread.php?tid=2142
https://www.youtube.com/watch?v=9Yzc7Oj-tmc
...It appears that they did give a map editor for T4, but withdrew from that level
of customizing when they added the multiplayer aspect to T5.
So there may be a map of Cuba somewhere for T4, and I'm still looking,
but T5 is not the game for what I was thinking.
I don't think either will work to give a fair simulation of Cuba.

http://www.reddit.com/r/tropico/comments/2d2i7u/is_there_real_tropico_scenarios_of_cuba_dr_pr_or/
...Another aspect is the scale, as some one on the above forum mentioned.
I believe you might be able to simulate one province of Cuba with T4, but not the whole country.
In my estimation the game I am imagining doesn't exist yet.
It would probably have to be broken up into regions
that you could zoom into and out of to manage.
Or somethink like what Google does with
more or less detail depending on the zoom level.
But in my searches I did come across a cute little board game.

Thanks.
