The Witcher: Enhanced Edition - Game is grayed out and will not download

I purchased The Witcher: Enhanced Edition but I was having some problems with it and I wanted to uninstall/reinstall. Now, the game is grayed out and there's no option to download it again. Is there some kind of option on Origin that will restore it?

In Origin app the game details page sais I've downloaded and installed all 16 free DLCs. But they can not be enabled in the game.

As far as I know from GOG and STEAM owners of the game - there must be an option in the in-game Options menu to turn the DLCs on/off. My game doesn't have that option.

Also in my in-game Glossary there is no topic for Downloadable Content - which tells how to start certain DLCs (AFAIK there must be one in Glossary).

My game version is up to date - 1.08. Checking for updates and repairing - doesn't help.

Is Origin-version of The Witcher 3 game different from GOG and STEAM versions?

I downloaded The Witcher. it wont play. It shows error 'minimum system requirements not met' but does not elaborate as to which requirement is not met
