Fight night champion legacy mode

I jest got one quick question. So in the Legacy mode they give you a option to import boxers to be in your career as opponents but when u load them they never show up. The instructions say you have to put them under rank 50 or they won't be added. I did that I even went as far as putting them one by one under my character who is rank 50 starting out, and yet still nothing. I'm confused on how this  should work it doesn't make sense. I even wait a year or two in the game so some can retire but still nothing.....
