BLACK AND WHITE 2 Breeders stuck outside tavern

So I don't know why,  but my breeders keep gathering outside the taverns and never seem to go in. I have a bunch of breeders. 112 of my 405 adult . 

Any help with this? I have 0 children and a low birth rate.

@abc237815002  If i recall correctly, breeders may stop breeding if there are no homes for new people. And from screenshots, it looks like you are over population limit.  So, maybe some extra homes will solve the problem?!
