Report cheating? [ Edited ]

Is there way to report cheating? 2 people from the same alliance figured out how to just play only eachother and keep surrendering to eachother. They are 10k medals each above the 3rd place guy. It's the 1 and 2 guy right now on The leader board. All their match history is just eachother.

To report an abusive player in-game:

1. Click on the player’s name that you want to report to open their profile.
2. Tap the three dots next to their name.
3. Tap Report Abuse.
4. Select the Category of Abuse.
5. Enter in any additional information for your report.
6. Submit your report.

I am under the impression that nobody is actually reading these reports ever since the original development team is gone. At least, nobody is being sanctioned for cheating in this game. EA is doing absolutely nothing to uphold their own terms of service here, which forbid e.g. win boosting.
