Dragon Age Inquisition DLC Not Working

None of the Dragon Age Inquisition DLC, purchased through steam, will load in-game even though it says they are downloaded.

@CinnamonQueen256 Can you try running Steam and DAI in different compatibility settings and as an admin (for both) to see if this continues?

@CinnamonQueen256 Are you getting an error message or do they just not appear in-game?

There is no error message. I've tried reinstalling the game but hasn't fixed anything.
