why cant i purchase expansion packs

i tried buying expansion packs but it kept saying the couldn't verify my account or card also kept saying that i went over the pricing limit

A spending limit is something that can be set up through parental controls. Do you know if parental controls are set up on your account? If so, do you know if your parent or guardian might have activated the spending limit?
