why can't i purchase a game pack

I am trying to buy the Vampire Game Pack for Sims 4 but it keeps saying:

Whoops! An error occurred. Please try again later. [ref. #user-location-fetch-error]

I don't know why it does this but this is the 4th time its done this and i restarted my laptop and restarted my game but still nothing has worked.

@razzledazzler16 and @Texxlady  I've moved this thread to the Origin section, since it's an issue with Origin and not the game.  Hopefully someone can help you here.
