I'm having the same issue. Brand new computer, fresh install of everything, disabled firewall/antivirus, did a clean boot, reinstalled the computer 3 times.

Did you try running 

netsh winhttp import proxy source=ie

from a command prompt with admin privileges? This worked for me.

This is the first time in a long time since i've ever used a forum to help. I'm having this issue as well. I've been through three major EA fix process's they've put me through and none have worked. I'm trying to play the game Anthem. This problem seems to only occur when I try to play this specific game. Any other game I own on origin loads with out any issue. Any fixes?

I've tried all the solutions as well and still nothing works. I'm on a brand new PC I built last night with a fresh windows install. I'm at a complete loss.

It appears that Origin has been down on the west coast for several hours and this error is appearing if the game hasn't been launched before. They just posted on twitter that they're "investigating" so I guess we have to wait and see if that fixes the issue. There's lots of people having login errors trying to play games, so hopefully this just goes away on its own.

Looks like we are all having this issue in the last 24 hours....Origin / EA screwed something up.  I'm having the issue on Anthem.  Ticked off!
