I had the same problem with fifa 22 and 23. The solution is easy tho.

-Launch the game

-Locate your Fifa main folder and launch EAAntiCheat.GameServiceLauncher (the anti cheat program).

Sometimes it says it's already launched but your game should start.

The problem is the anti cheat system. It doesn't run automatically but you have to start it manually.

I'm not surprised EA hasn't fixed this issue for over years now.
