how to fix error 13:0 [ Edited ]

I'm trying to install the origin launcher for NFS Heat and I've done everything I could possibly think of from deleting all of the program and app data and the regedit files, to attempting to retrying the installer I don't know how many times and I'm at a loss and to the point where I might as well refund the game... I really want to fix this issue and I've read so many forums that have ended up with no fix.

Hi @Im_billboard, 

I'm curious if there might be something that's blocking the Origin installer. What happens if you start up your PC in a Clean Boot before you try running the installer? If there is something else running that's blocking the installer that may help to get around it.
