These files aren't encrypted unless you encrypted them.
If you can't delete them you have a permissions problem, or your hard drive is failing.
Press the Windows key and "X" at the same time > Click on "Command prompt (Administrator)" or "PowerShell (Administrator)"
In the CMD or PowerShell window, at the prompt type or copy: takeown /F "xxxxxxxxxxxx" (With the quotes. Replace the X with the full path to the Origin folder.) > hit "ENTER"
Go into the folder and delete the content.

Hello i need some help
September 2018
Make sure you have removed all files and folders related to the installation Origin.
-manually uninstall Origin http://help.ea.com/en/article/manually-uninstalling-origin/
-run CCleaner http://help.ea.com/en/article/how-to-use-ccleaner-to-fix-pc-issues/
-then go in C:\Program Files (x86)\Origin -delete this Origin folder
-clear Origin cache https://help.ea.com/en-us/help/origin/origin/origin-my-games-list-is-blank
-delete temp files: open the Start Menu and type %temp% in the Search field or click in the Run option in the Start Menu and type %temp% in the Run field.Press Enter and a Temp folder should open. You can delete all files found in this folder, and if any files are in use, they can be skipped.
-now you have to go to your recycle bin and clean so there will no longer Origin exist as a file.
-restart your machine.
-install Origin as administrator ,very important to do https://www.origin.com/en-ie/download
My Opinion is no more important or right than yours.I'm a gamer like you, trying to help you (i'm not an EA employee).
If you want to know us or/and come up with ideas to improve the Origin platform or/and talk about anything and many more besides, you could also visit the NEW section Origin General Discussion http://answers.ea.com/t5/General-Discussion/bd-p/origin-general-discussion-en

Perform a Clean Boot https://help.ea.com/en-us/help/FAQ/how-to-clean-boot-your-pc/
Then go in Safe mode (Safe Mode is a special segment of Windows that runs with default drivers and settings, so it’s perfect for troubleshooting ) .
Once you enter Safe Mode, try to delete the problematic file/directory .
I wait your feedback mate.

I had this problem for years and just figured it out. Though one poster indicated that deleting and reinstalling Origin worked for them, I would have to do that each time Origin needed updating. This worked, but it sure was annoying to do for every update.
Here is my setup:
Here is my fix:
You do not have to restart Windows. Next, do the following.
Someone may be wondering, "Why didn't you just open Origin in Administrative mode?" Answer: I had tried that, and it didn't work. For some reason, Windows 7 is treating this setting and actually granting full access as different.
