Why is my dowload speed for origin so slow

why is my dowload speed for origin so slow i have tried everything that i have seen on the web, adding it to whitelist on my anti virus, changing game files and ip addresses. i only have this problem on origin, stream and uplay are fine. so what is the problem? if it was half it would be fine but its 1/10th of the speed

Please note the difference between MB/s and Mbps, the capitalised B means bytes as opposed to bits.

38.99 MB = 311.92 Mbps
