I have an EA Play subscription through Steam and was having the same issue. I changed the Origin Game Library Location to the same directory as Steam since it was telling me to download /install instead of play. Once I did this, it updated some files in the "SteamLibrary\steamapps\common\GAME_NAME" directory and launched successfully.
I am not sure if this fixed the issue so please confirm @EA_Mako
This is the first time I have had the upstream service unavailable error so it might have been something on EA's side.

Happening again. Error code 106133 every time I'm trying to load Battlefield 2. The game was working fine just yesterday.
