Also having the same issue. From South Africa.
Nothing on my account or account details have changed in 2 years. Suddenly my currency reflects in EUR and not ZAR and I get the same initial error code as originally stated in this thread.

If possible try purchasing on ur phone using data, worked for me

Using phone data didn't work for me, I've also tried on my laptop and and computer using different wifi/data options that were available to me on each attempts as well as after restarts. Does anyone have a solid fix?

@IdleTheUnitI think I ended up buying the game I wanted to via the website, origin.com, rather than the Origin launcher. I have given up on this useless programme, service and company (EA). I don't play or buy any games from them anymore. That is why I can't remember if I sorted out the problem or not, honestly I am disgusted that this problem still exists and people are still experiencing it. What an absolute joke.

Never had this problem before but it's just began on my Origin after years of use... Same error code as everyone else:
