Restricted Access Mode is on Even When it says It's not

Anyone else have the problem of trying to use Origin In Game but the Restricted Access mode is on but not on? WTF

 How do I even turn it off I am not able to play with any friends.

I have the same issue. On the "Application" page Restricted Mode is toggled off. I even toggled it on and back off, but still on the Origin In-Game page, I can't touch the "Origin In-Game" toggle because it says I'm in Restricted Mode. 

I'm not able to purchase new packs for Sims 4 due to this.

Hi there, not sure if your problem was fixed yet so thought I would let you know how I fixed this problem for myself...I used my browser and went into my origin account online and bought the game that way and it worked for me...hope that helped you...
