@mamalyds In my case - there is another user (windows account) logged on which has Origin running. That user's windows session is currently locked.
I am unable to open Origin because it says:
"Only one instance of Origin can run at a time. Please check other Windows accounts to see if Origin is running."
Does that mean that in order to me be able to open my Origin instance that user has to quit his instance of Origin??
I suspect that it IS this case.

I've split your reply off the main thread as it's on a post that hasn't been updated in a year and a half
September 2019
- press Ctrl+Shift+Esc and terminate Origin related processes (Origin.exe, OriginWebHelperService.exe, OriginClientService.exe, qtwebengineprocess.exe,..);
- delete folders (perhaps, u need show hidden filed and folders on):
C:\ProgramData\Origin\
C:\Users\[UserName]\AppData\Local\Origin\
C:\Users\[UserName]\AppData\Roaming\Origin\
C:\ProgramData\Electronic Arts\EA Services\License\
- run Origin as Admin.
