Please help!
I reinstalled the program multiple times (and to delete the entire program I followed this site's tutorial: https://www.askvg.com/how-to-completely-uninstall-remove-a-software-program-in-windows-without-using...), running Origin as an administrator, troubleshooting compatibility (tried all the suggested Windows versions), deleting OriginThinSetup.exe. from the file location, https://help.ea.com/en-gb/help/origin/origin/manually-uninstalling-origin/#uninstall-advanced, and restarting my computer. It will not launch. It does launch on my HP laptop, but I'm trying to play on my new desktop (because my laptop can't handle all the mods that I download for Sims 4.)

@theblanktae What happens when you try to launch Origin? Does it crash, not open at all, do you see it running in your task manager or other?

It does not open at all, and I don't see it running in my Task Manager. However, I just saw a split-second glimpse of the Origin tab (but a blank screen) when I allowed Origin to open whenever my computer starts-up, but then it closes and it's back to square 1.

Can you try reinstalling Origin to see if there is a difference?
Try running Origin as an administrator:
This runs the Origin client as an administrator account, and should let the game install.
Try lowering the User Access Control settings:

Nope, didn't work.
Looking at other issues with this, I found out that @Fries4Lyfe's comment sort of worked:
I was able to view my games properly like how I used to back on my laptop.
(This gave me temporarily relief because I've been at this for a while.)
The program also showed up in my Task Manager (it was the 32-bit version though.)
However, I was unable to launch my game when the options of 'Launch Origin' or 'Download Origin' displayed. It never gave me a download to click on.
My Device System Type is a Windows 10, 64-bit operating system, x64-based processor. I have updated Windows.
I checked the Origin folders in the OS (C drive) ---> Program Files (x86) ---> Origin.
The only noticeable thing missing was OriginThinSetup.exe.
I just want to play my Sims 4.

Hi @theblanktae
Make sure you have removed all files and folders related to the installation Origin.
-manually uninstall Origin http://help.ea.com/en/article/manually-uninstalling-origin/
-run CCleaner http://help.ea.com/en/article/how-to-use-ccleaner-to-fix-pc-issues/
-then go in C:\Program Files (x86)\Origin -delete this Origin folder
-clear Origin cache https://help.ea.com/en-us/help/origin/origin/origin-my-games-list-is-blank
-delete temp files: open the Start Menu and type %temp% in the Search field or click in the Run option in the Start Menu and type %temp% in the Run field.Press Enter and a Temp folder should open. You can delete all files found in this folder, and if any files are in use, they can be skipped.
-now you have to go to your recycle bin and clean so there will no longer Origin exist as a file.
-restart your machine.
-install Origin as administrator ,very important to do https://www.origin.com/en-ie/download
NOTE if you encounter some problems launching Origin, perform a Clean Boot https://help.ea.com/en-us/help/FAQ/how-to-clean-boot-your-pc/
My Opinion is no more important or right than yours.I'm a gamer like you, trying to help you (i'm not an EA employee).

Try to set Windows Defender to ignore the program/s (Origin and/or your game/s)
I wait your feedback.
