I accidentally deleted the file I'm not supposed to delete. HELP

@EA_Darko I deleted the localcontent folder but I restored it, anyway, I can't delete some of the files. It says that they are open, HELP?

Brand new installation on a brand new copy of Win10Pro on a brand new computer and it's doing the thing where it doesn't load any text or pictures.

Deleted cache, rebooted windows, etc.

Im just wondering as this has been happening to me over a week now- are you having issues with it again? Ive never had this happened to me and now I can't get any new games that have been purchased for me to download.
