Origin keeps pausing and resuming my Apex download

Hi

I am trying to update Apex for a few days now and when i try to, Origin starts the download, then says resuming, then tries again and then resumes constantly.

Please help this is extremely annoying, i just wana play Apex

I also tried running as an administrator and removing my Anti Virus but this does not work. 

My internet works fine as i am able to update and play any other games on my PC

So I formatted my pc and re-installed windows 8.1 (64 bit) and its still resuming the downloads. on multiple games. I disabled my windows defender and it is still having the same issue
