Here are the steps i followed that solved problem for me.
1. Logged in to Origin via browser with VPN (German, French). That way i can choose payment methods.
2. Bought something cheap (in euros) through PayPal, checked to save this payment method.
3. Refund game i bought in euros.
4. Looged out of VPN. Now i can buy everyrthing through application in roubles. Review Order worked fine.

in windows :
Control Panel>Network and Internet>Network Connections>right click on your connection > properties>TCP/IPv4 properties>use manual DNS
but i hardly believe its on your end!

Tried...
Clearing my DNS cache.
Reinstalling Origin.
Using the Browser Store.
Using a different Browser.
Using a different PC.
Restarting Origin, my PC, the other PC.
Nothing works. I can not buy a game. I can;t even add anything to my cart.

I have the same issue.
I raised a support ticket, but it got closed with explanation: use the website. The problem is that is happens on both, website and Origin client. So I replied, resumed ticket, I'll see what they say next.
Also tried different web browser/settings, nothing helps.
Because of this issue I couldn't buy a game during ORIGIN50.
I said it before and I say it again. EA if you don't want my money, so be it
