This actually worked for me. It came from an "EA support EXPERT" apparently. Lol. But it works.
1. Type CMD in Windows search bar
2. Right-click Command Prompt, select Run as administrator
3.Copy paste the below command lines one by one, and press enter:
del C:\WINDOWS\SYSWOW64\CONFIG\SYSTEMPROFILE\APPDATA\ROAMING\ORIGIN\TELEMETRY\DATA
del C:\Users{user}\AppData\Roaming\Origin\Telemetry\data
*you have to input your system username in the [user] part of the second line.

@VRaverna IT WORKED! I pressed windows key and r key at the same time, typed in "msconfig" without the quotes and pressed enter. I went to the services tab and disabled the two origin items and then clicked apply. Then I also went to the startup tab and turned off origin from there as well. Then I was FINALLY able to download my games and game updates (after trying lots of other things published in this post)!!! THANK YOU SO MUCH

Yall I went back to @ChantelPeaches post an re-download origin like i did last month (hint hint EA/Origin) and everything was going fine until Origin peeped what i was doing and stopped me and requested that I update my origin system before my Sims 4 Game. Soooo i was back to square 1 with the error message, I continued to read through this thread and saw @VRaverna post and followed their directions which is now working. Just disable the Origin Client.
EA and origin needs to figure this crap out. It's ridiculous.
