Hey @BlowkinDale, can you ensure that you are running Origin as administrator and that your firewall and anti-virus are not blocking Origin and that you also have the ports for Origin open.
The ports to open are:
You can also try turning off the routers firewall to see if it helps.

Also noticed it gets to 22% where the game is "Playable" and then throws the error code then wont download any further.

So ive opened those ports on my Windows Defender and also my Xfinity Comcast Router and still get the same error. It gets to 22% and then tries to open the game since its now "playable" at 22% and then throws the error.
Ive also tried turning off Windows Defender and same thing happens. Is there a way to turn off the program from trying to start the game at 22%?

Hey @BlowkinDale let's try a clean boot of your system to see if it helps: https://help.ea.com/en-in/help/faq/how-to-clean-boot-your-pc/
Something is stopping the download so it's a case of trying to see just what it is.

Hey @BlowkinDale can you try installing the most up to date version of VC++ to see if it helps.
You can find the latest version on the Microsoft website: https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads
You need to install both of the following:
If you get the message that the files are already installed, select Repair instead. It is recommended to run the installer as administrator (right-click the file, select run as admin).

Try going through the steps I posted above @BlowkinDale to see if it makes a difference.
Generally if the steps fix the issue once then it should be fixed for good so in this case let's try them again.
