Dragon Age Inquisition long startup time with Origin in-game disabled [ Edited ]

I'm not sure if this is an issue with Dragon Age Inquisition or with the Origin client.

Normally, some game issues can be avoided by disabling Origin in-game. Dragon Age Inquisition defies that rule by performing worse with Origin in-game disabled.

The issue is the initial startup, which is a black screen with the loading icon in the bottom right. This screen is then followed by the BioWare and EA logos. With Origin in-game enabled the black screen is only there for a few seconds, but with it disabled, this takes over a minute.

The game is installed on an SSD.

Edit: To be clear, this post is meant as a bug report. I'm fine with playing with Origin in-game enabled. I have previously tried: Reinstalling and repairing Dragon Age Inquisition, emptying the save folder, clearing the Origin cache, clean installing GPU driver software, emptying the shader cache, installing the game on a different drive (standard HDD).
