Can't open Origin overlay despite restricted access being off

I've reinstalled the Origin client and that did nothing. I can turn Origin in-game on and off when a game is not currently open, but the second I launch any game, the setting to turn Origin in-game on and off gets locked with the message, "This setting is temporarily disabled while in restricted access mode." And yet, restricted access is never on. If I launch a game with restricted access on or off, nothing changes. I just want to accept party invites, please help.
