Can't make a Sims 4 Bundle

I have been trying to make a Sims Bundle ever since Discover University came out as I was waiting for it in order to be able to make a bundle. Every time I try to make a bundle it just says that I can't because I own too many packs but I don't, there is still 1 expansion pack, 1 game pack and 3 stuff packs that I don't have so I should be able to make a bundle but I can't and its been like this for a while. Is there anything that can be done to fix this?

@Alicerose001  Try going through a browser instead of the game or Origin.  If that doesn't work, clear your browser cache, use a private window, or try another browser.
