Can't download Extension Pack through Origin in Game

Can't download an extension pack through Origin in Game in SIMS4.
The message says it's disabled but it's enabled

Can I ask if it is possible to share the exact error message that you are seeing as the more info we have the better we can help?

Darko, the warning is as follows
"Origin in Game has been disabled in the Origin Client.To enable Origin in Game, go to Application Settings, click on the Origin in Game menu and select the option to Enable Origin in Game"
But that option is already enabled.

Thanks for that @sashah2019. Can you ensure that you are running Origin as administrator and also clear the Origin Cache.

You can clear the Origin Cache by following the steps below:

1. Completely log out and close down Origin
2. Hold down the Windows key and R
3. Type in "%ProgramData%" (without quotes) and click OK
4. Now open the Origin folder.
5. Delete all the files and folders in the Origin folder, except for LocalContent (do not delete this one)
6. Hold down the Windows key and R
7. Type in "%AppData%" (without quotes) and click OK
8. This will take you to a Roaming folder, which is located inside of AppData. Delete the Origin folder
9. Click on the word "AppData" at the top of your window
10. Open the Local folder here
11. Delete the Origin folder listed here
12. Restart your PC and log back into Origin

I tried these steps and it didn't help. I am still getting this error 

I have checked and check to make SURE I have Origin in-game enabled and I DO, HERE IS PROOF I have it enabled and that it is enabled in the correct place:

Unless there is an in-game option I missed somewhere it SHOULD be enabled!

What I don't understand is blocking out part of the game that I PAID for already just because Origin in-game isn't active. Clearly I can download and install the game without having to do any of that, why do I suddenly need origin in-game enabled just to download the new town?

UPDATE:

I GOT IT TO WORK FINALLY! ALL I HAD TO DO WAS REPAIR THE GAME! (right click the game and there is an option to REPAIR) I seriously have no idea why a mod or someone couldn't have just told me that.
