Can not move game to different drive

I've changed the game library location within origin, and moved the files from my C drive to my D drive, but everytime I resume updating the game, it just starts downloading on my C drive again.

I can't update Apex. I've moved it from my filled drive to my nearly empty one over and over again, and changed my "game library location," but the game will not download/update on my other drive.

I just made a post about this, but I can not find where that is either. I'm really not liking origin/ea because, and have been having this problem for months. This forum seems like it's going to be useless too.
