Had the same issue many times. I did not have a credit card saved in Origin so I added one. After doing that, I was able to purchase 1 expansion pack and 2 stuff packs. Maybe try that or change/reset whatever payment info you have saved.

I've literally just tried to Buy and install Sims 4 too and I'm getting the same error messages?!

Could the Sims, or maybe all of Origin, be down?

I remove payment method and add it again, then i set it at payment primary. After that i add all packs that i like to shopping cart and check out easily. It works well.

THAT WORKED FOR ME! Thanks! =D I didnt have any payment method registered and I was having that error problem for the last 2 days. Then I added my card and set it as primary payment method, it worked right away and I was able to purchase Sims 4 expansion packs!!!
