I would just like to note that this is easily one of the most irritating issues ive ever had to deal with. You have a payment method saved but because our programmers are absolute garbage you are gonna have to delete it and re enter everything again if you actually want to give us money..... How are you people a mutli-million dollar corporation?

Ive got a "debit Credit" Card and it wont work... And they take 1$ out of my account for pre authorization... How is it they cant take my money for the 15$ but can take an hold a dollar everytime i click Try again for 7 bushiness days?
Ive clicked that button at least 20 times mind you... So thats 20$ they hold for 7 days...
I was able to resolve this by-
1. Removing card from billing info
2. Clearing cache in browser
3. Adding card back into payment options and setting it as primary
4. Origin access tab > join today

I also had this issue.
You don't have to call support like the "accepted" answer states. Just go into your EA account info, payment method and delete your form of payment kept there (even if it's 100% correct, like mine was).
Then jump back into Origin, re-enter your payment method (in my case, a VISA) and it should work no problem.
I know this is an old problem, but hope it helps someone.
