Need for Speed Rivals pack wont dowload

hi friends 

i have ps4 and i bought from the psn store all of the packs and they wont download

in notification its says: "start dowloading" but uts stuck and wont finish

i tried going to the psn store via the game menu but its empty

You have to first complete the racer or the cop career to unlock the packs. That is what happened to me when I got the free konensiagg 1 to 1 from the play store.
