Hi. I will let the screenshot talk. 

At random times during the day, kind of almost everytime it happens is when im a cop, whatever the car is. I've been experiencing the same problem in the Xbox 360 version of the game. It looks like a "GAME" issue, not my PC, nor my connection. All my games are on SSDs and i have a fast connection... When will this be solve ? The game is great but this bug makes me go crazy sometimes... If i go forward at this exact point of where/when the bug goes on, the game freezes. But i can still see other players with me moving, the leaves are still in the air and moving with the wind and also the light poles and every other things in the game action works fine. The traffic freezes though.

I have been facing the same issue as well. My pc is very fast with ddr5 ram GTX 1060 gpu Intel i7 etc.... pls find a solution ea employee. It's the duty of ea to resolve this bug
