I have 2 similar/identical PC here
yesterday I tired at PC1 and the Wheel was likewise invisible on NFSP but was visible in LGS
now I connected the Wheel to PC2 and it worked out of the box without touching anything
there was only 2 differences so one must be the solution
On PC1 I connected the wheel to a USB hub and on PC2 I connected direct in PC2 front USB port
On PC1 I didnt use a XBOX ONE Controller ( BT) I used there a xbox controller (NO BT) with the MIcrosoft USB Adapter KIT
So my strong guess for you is
a) connect the wheel direct to PC USB port
b) make sure that ur played already NFSP on PC with a XBOX ONE controller (on BT)
I think its a hub issue or there are not some files installed when you didnt alredy played with a XB ONE controller on PC
