Steps: How can we find the bug ourselves? Open the wrap editor in the platinum (not sure if normal R/T has same effect) and attempt to place a decal on the sides, rear, top, or windows (except rear window).
What happens when the bug occurs? There are areas on the Charger where decals will simply not appear, but they can be seen if moved out of the area. If a large decal is placed on the left side, it will spill over the windows, top and right side.
What do you expect to see? Decals appearing where they should be and not spilling onto other areas.

The bug effects the roof, both sides, rear, side windows, front window and possibly front.
I have tried restarting the game multiple times, and I have made sure that there are no decals which are hiding the ones I place. This will happen with any paint colour, not just black.
