Steps: How can we find the bug ourselves? Get into any car and do races against roaming racers, after enough times in a row, nitrous will stop functioning properly. The amount of times seems to randomly vary.
What happens when the bug occurs? Nitrous will still be usable, but it will no longer provide any acceleration boost to the car, even though the nitrous bar will drain and the visual and sound effects still play. Restarting the game or entering the garage then exiting will fix the bug.

I would figure the bug lies in how races against roaming racers start, I know that sometimes the autopilot during cutscenes and scripted moments will use nitrous on the car, so it's possible that there is where the bug lies.
