Need for speed deluxe edition not free

Hello, I bought need for speed deluxe edition. Put the disc in and installed on my Xbox one x and it says I have to pay $12.99 to upgrade to deluxe edition. Why is that? 
I even click manage game and there’s no additional addons or upgrade whatsoever what am I doing wrong lol

Was the case sealed?

If you purchased second hand and it was not sealed, it is possible the disc was not actually a Deluxe Edition.

If it was sealed, your should contact your retailer.
