Add white wall tires to Race, Runner and Drift Bel Air!

I know there's no point to asking for actual new content for classic cars like dayton rims or hubcaps but at least enable the customization options that already exist in the game. The '57 Bel Air has white wall tires, they are seen in the thumbnail and they come by default on the Speedcross spec, but they are unavailable on any of the other specs.

The C10 also has a few white wall options for tires, available for Race spec. Be nice to port those over to the Bel Air as well.
