I have Ultimate speed pack but it's says I have to buy again

So I checked my storage device and it says I have the ultimate speed pack but whenever I go to the store to re-download it says I have to pay £6.75

Same here cost me $3.something (au) and every time I download and check in my downloaded it says activating, installed but can't race the most wanted car and no car is unlocked and says 'Purchase the Ultimate Speed Pack to Continue' Dev pls respond

I play NFS: MW on my Xbox 360. I downloaded the Ultimate Speed Pack DLC but I can't drive any of the cars or do any of its events. It is in the Need for Speed: Most Wanted game folder but it won't work. Has anyone else had this problem? If so, how do I fix it?
