Bingo.  Teamview was the problem.  Not just for this game but a whole range of EA titles via Origin.

thank you to the guy who suggested closing teamviewer, I've been dealing with this issue for a very long time. It's made it frustrating and made me not want to play EA games. Finally found a fix that worked for me and i'm eternally grateful xD

@Rhexamos can you please explain this without all the special terms? not everyone is a computer genius. maybe a step by step instruction would help.... which settings are you meaning? how can you check if its windowed or not? etc.....
