Game stops loading at 2.07GB

My son had uninstalled NHL '17 on his XBox One in order to try out NHL '18. He is now trying to re-install the game, but it continually stops installing at 2.07 GB of 19.51 GB. I have checked the disc, and there are no scratches or defects which should cause such a failure. I have also cleaned the disc three times, with no success.

Some parts of the game will load faster/slower than others so it may seem like it has stalled.

The game should be fully installed by now, assuming you left it on/installing.

Thank you for your response. I ended up borrowing the disc from our local library, which loaded with no issues. This means, despite my previous statement, there was a flaw on the disc which was keeping it from properly loading. My son is now happily playing NHL '17 again, with no further issues.
