i9 9900KS 100% usage causing not able to play due to high temps. HELP [ Edited ]

CPU: i9 9900KS
GPU: 2070 Super
RAM: 32g

Hello, 

When i want to start this game and play it my CPU spikes to 100% and causing insane heat issues up to 92c while only beeing in a loading screen.

I have read about some small fixes and changing config files or something but i would like to have a real explenation.

Why does this game does this? All other games from Cyberpunk, AC Valhalla, Star Citizen are stable on 70-76c ... or even lower at times but this game will melt my hardware. 

Why? 

As you see when i alt F4 the game the temp drops down very fast... this game is broken

my idle temp = 37c
