How come NFS Heat can't do joint pc/ps crew?

My nephew had decided to move to pc and sold his ps4.  He has now rebought heat on pc and apparently it's said pc and ps4 can play together but can't be in same crew. Would've liked to have invited him to my crew he was in before on ps4 before moving to pc.
