Auto scroll down on menu, map and options [PC] [ Edited ]

Since I got the game as soon as the main menu opens my game auto scrolls down as if I was constantly pressing down on the controller. It also does it in the options, on the map and every thing that requires scrolling up or down. I thought it may have been my controller so I purchased a new controller and still have the same issue.
I disconnected my steering wheel just incase it was that as I read people were having issues with the pedals.
My controller works perfectly fine with other games, just having issues with NFS Heat.
Anyone else having this problem? as I can't find any answers on Google.

Remove any other peripherals, joystick, flight controller or even guitar hero controller and retry.

@EA_Barry Yes that worked!
It's weird though because my steering wheel wasn't plugged in to the mains but the USB was still plugged in.
That needs to be fixed as I have no issues with other games just NFS Heat
