sims 4 restaurant glitch [ Edited ]

dine out never works properly for me. it lets me buy a restaurant, transfer funds, but thats it. it wont let me actually hire employees (it just resets when i try to) and when i try to open it, it still says closed despite me getting a notif that it opened. when i "open" it no one comes, no employees or customers and my sim just stands there on her phone. when i try to go somewhere else like manage worlds, i get an error message and it says to relaunch the game. and no, i dont have any mods at all. this has been happening since i got dine out, around 2017, on both computers ive tried it. ive never actually experienced a proper restaurant on the sims 4 lol. i want to add that retail and vets work perfectly fine for me and always have.
