Xbox one error - unable to cpnnect at this time try again later

I have tried deleting local data, deleting persistent storage, restarting xbox, clearing alternate mac address nothing seems to work.

No idea what else to try, it will just not connect on gamepass and has been like this for a week since I first installed game.
