I can't download the game but I can download all the added content. Why do I keep getting the message that the game it's self is unavailable for download on XBox One?

These kinds of problems usually solve themselves in a relatively short period of time. If you still can't download ME3 in 48 hours you should contact Xbox support first.

The issue happened to me also. I restarted my Xbox and it worked. If it still doesn't work try waiting 30 minutes to an hour and then contact Xbox Live support for assistance. Have a good day :-).
