- Close Origin completely.
- disable your internet connection.
- Put the disk in the drive > start Origin.
- Go to your game Library > click on "Download"
Origin should detect the disk and install the game from there.

My son also had problems getting the retail disc install to work.
Here's what he finally did that succeeded:
1. He left the internet connect working (at first) and logged-in to EA/Origin.
2. Started the install from the disc.
3. As soon as Origin started to download the game (after it verified his account, license key, etc., he stopped it.
4. Disconnected his ethernet cable, set Origin to "Off-Line", and restarted the install from the disc.
Result: Profit!
June 2019
As of 2019 it's still not fixed.
Any of the "fixes" above that are to do with going offline don't work, because as soon as you go offline, current downloads get paused with no way of changing or editing them, and any options in Origin for starting or continuing downloads become unavailable.
Also, because you can't get past the "redeem code" bug, you can't start the download via the disc offline or while online anyway.

@PeterTripleZ; You don't want to re-start the download. The whole point of this thread is to discuss how NOT to have to download the base game to install it if you have the disc.
To repeat: You do have to go on-line initially, but simply to register your game code as legitimate under your EA account / Orgin Game Library.
Once the game download starts, close Origin and disconnect completely (unplug/disable your network.) Then re-start the installation process from the disc.
[EDIT: Obviously you would have to download any content not already on the disc afterwards.]

I have already gone online to to register my game.
But the issue is that when I 'start' the download through the disc (with the internet/network off), the download opens origin, and (as in the very post in the thread) origin asks for a product code that has already been entered, so the download cannot start.

@PeterTripleZ;. You remembered to set Origin to "Off-line" after disconnecting, right?
[EDIT: And you might choose "setup.exe", (or whatever the equivalent filename is) from the disc, and not just let it autorun.]
