Please post the "dism.log" and the "CBS.log" (the "CBS.log" might be to big. If so copy the last 1000 or so (look at the date) entries to a different text file.)
Also post a new "DxDiag".

Sorry for the late answer, AHQ decided to being naughty.
It seems that your Windows ComponentStore got corrupted or was not correctly initialized in the first place.
To repair this is a little more complicated than the stuff we did until now. (How much experience do you have with this type of troubleshooting? )
Lets try something easier before:

Have absolutely no experience in that area!
Ok so, in both the regular account and new user account there are no files with .cab extensions. I've seen videos on youtube of people doing this and I've seen all the files that exist in that folder. However, for me, as well as the 3 files they recommend to keep, all the other files are just .rar files which haven't been extracted yet. So I tried various things like deleting all the .rar files and running DXSETUP again, or I tried extracting the .rar files etc... none of that seemed to make a difference.
